As a followup, after some debate and discussion we reset Chapter 12, which now leaves 11, 12, and 13 open. We believe all 3 higher level raids will be open until about 6/7 when the super Mystic finally goes down closing Chapter 11 (barely in time for the bonus!)
Again reasons for Chapter 12:
Many people stated Rough Hewn Axe and Staff of Rawlis were in high demand
Gullak Aertahn and Moonglow also had reasonable sized queues
Kreln Horn and Yew Bolt had a small queue
We know that Chapter 12 will last longer than most raids
Next up, we have some people requesting lower level chapters. My personal belief is Chapter 7 and 8 is too low, so I would vote for 9 next. The nice thing about 9 is that it does have a few Staff of Rawlis and Bloody Eye, which are still in reasonably high demand.
At some point we'll need to save up points to reset 11 and 13, as I don't see those loots being saturated at all anytime soon.
